Born on September 5, 1929, at her grandparents' home south of Broxton, Oklahoma, Betty was the daughter of Alvis and Oda Belcher. She attended school at Boone and graduated from Apache High School in 1947. On June 5, 1948, she married her high school sweetheart, Joe Clinton Parmer. Together they built a life and welcomed into their union: Jody, Gaye, and Brent.
A dedicated homemaker early in her marriage, Betty pursued higher education, attending the Oklahoma College for Women in Chickasha where she earned her teaching degree. She taught at Stony Point Elementary from 1963 to 1966, MacArthur Elementary in Liberal, Kansas, from 1966 to 1974, and Boone Elementary until her retirement in 1986.
In her retirement years, Betty devotedly cared for her mother and her Aunt Hazel until their passing. She was a cherished and active member of the First Christian Church of Apache. She found joy and fellowship spending countless hours quilting with the Mary Martha Bible study group at church, as well as with the Farmerettes. She also enjoyed traveling whenever possible.
